Training Against Labor Shortage in Brazil

Meeting with government officials, companies and potential partners

TÜV Rheinland representatives from Brazil together with training and welding experts of TÜV Rheinland Academy in Germany discussed with Brazilian government officials, companies and potential partners the installation of a training center.

Brazil is on its way to become a heavyweight in the shipbuilding and offshore industry. Shipyards, which were reactivated on short notice, manufacture in high gear already. The primary reason for that is the discovery of new oil and gas reserves and the resulting large-scale investment of the state company Petrobras. Also, the region between Sao Paulo and Rio de Janeiro has been a large industrial strip for the automotive and steel industry for the last decades.

Analogous, demand for skilled personnel is high. But up to now there is a shortage of qualified personnel and no appropriate training available. Especially Barra Mansa, a municipallity located in the Brazilian state of Rio de Janeiro, is traditionally a center of skilled manpower and training demands are expected to rise within next years.

During a meeting in Barra Mansa, Brazil, potential incentives and arguments to the installation of a training center in the region of Sul Fluminense were discussed between TÜV Rheinland representatives, government officials and potential business partners. Besides good infrastructure with motorways and a high speed train (HST), the region offers municipal and state tax incentives to attract new companies. Additionally a new commercial area has been developed for the establishment of enterprises.

At the end of the meeting, the city and Metasul, an employers‘ association for the steel industry, agreed to support the settlement of TÜV Rheinland in the region. Offices within the new commercial area were also offered to TÜV Rheinland. The mayor of Barra Mansa, Jonas Marins, promised to give the best possible support for opening the training center.

News reports about serious accidents at industrial facilities, traffic infrastructure or during the maintenance work at building and construction sites are regularly filling the pages. The following investigation reveals the reason for the accidents: There are cases, the accidents have been directly linked to welded components. They were of a poor quality exported from China and built into the facilities which later crashed. Or it demonstrated a lack of welding skills or a missing awareness about key aspects of a quality management system in the organization or with individual employees.

The TÜV Rheinland Academy in China
is offering a series of services in this regard.

At two awareness sessions recently held in Shanghai and Guangzhou in total more than 80 participants joined to get informed about these relationships, the relevant standards and our services in this regard. Caterpillar, the manufacturer of heavy construction vehicles, also invited the TÜV Rheinland trainer to deliver a technical seminar. Practical welder trainings according to EN 287 / ISO 9606 have also been held in Shanghai in cooperation with a local partner.

Premiere for Welding Specialists Training in Poland

Training Courses “Welding Specialist (TÜV)” resp. “Schweißfachmann (TÜV)” now available in Poland

In March 2013 PersCert TÜV certified that all participants of the Polish training course in welding supervision in Zabrze (Silesia, Poland) have acquired the qualification level of a Welding Specialist (TÜV) in conformity with TÜV Rheinland training and examination guideline 121. The training course of TÜV Akademia Polska, was held for the first time in Poland.

Curriculum according to the requirements
of International Institute of Welding (IIW)

The curricula for the training while working were created by the academy of TÜV Rheinland in Germany based on the requirements of the International Institute of Welding, IIW (IAB.252-07/Sv-00).

The program includes:

  • Welding processes and equipment (45 h)
  • Materials and their behavior during welding (47 h)
  • Construction and design (22 h)
  • Fabrication, applications engineering (53 h)
  • Fundamental practical skills (60 h)

 

Added Value for Graduates

“Welding Specialist (TÜV)” respectively “Schweißfachmann (TÜV)” is a professional qualification level certified by PersCert. PersCert is the independent personnel certification body of TÜV Rheinland, working on the base of ISO/IEC 17024. The International Standard sets out criteria for an organization’s certification program for individual persons. The qualification level is documented on CERTIPEDIA under the test mark ID 3011791121.
